It's the population.

I've been on forums where they have been around for over a decade and there are millions of users.

They're too strick. They have a lot of spammers so Admins and Mods have to come down like a ton of bricks which effects everyone else.

But forums with a smaller number of users is more.....chatty. It's more laid back and easy to talk on. Basically this forum isn't a dictatorship.

What do you like about it?

The only reason it isn't a dictatorship is because the admin cp is currently borked (I kid)
